The assassins are sent by the Outsider to Gotham city so they can kill certain targets, and they're both working together with no morals to accomplish their goal. The Outsider can't help them directly but he can give them a bit of guidance so they know where the vigilantes will be and the vigilantes get no help from any other DC characters.

First Scenario: The Outsider wants Batman dead, but Batman gets three days to prep before the assassins come for him. He's given Dishonored so that he knows what he's up against. He's never played it before and there's nothing about it on the internet.

Second Scenario: The Outsider wants the entire Bat-Family dead. None of the vigilantes know that someone is out to kill them, much less who it is. Batman himself is the "final boss" of this scenario if they get that far.

Third Scenario: All the vigilantes are in one place, the Batcave, when the assassins get in and strike.
