Both are intelligent killers who end up stealing the appearance and identity of another person. They both also have very versatile powers as well as the ability to alter time.
Scenario wise, we'll say that both parties are familiar with the basic ideas of each other's abilities. Kira is aware that Reverse-Flash is a speedster and Reverse-Flash is aware that Kira can create bombs, but not necessarily the more complex and unique techniques that come with the abilities (i.e Phasing in the case of Reverse-Flash or Stray Cat's air bombs in the case of Kira.
Kira has access to all of his bombs, including [Bites the Dust].
Round One takes place in Morioh.
Round Two takes place in Central City.
Just to see if location would play any role in victory.
Who wins?
