Heroku cli commands via postdeploy in app.json

I would like to run some Heroku commands within the postdeploy script in my app.json file: e.g. heroku config:set...



An answer here says you can use the heroku-buildpack-cli to make this happen: https://stackoverflow.com/a/45803222/304552.



However, when adding that buildpack, I can no longer execute my php artisan commands, e.g. heroku run php artisan migrate -n --force --seed --app $HEROKU_APP_NAME. The Review App Run scripts & scale dynos step just spins forever without feedback.



My ultimate goal is to be able to execute a shell script via postdeploy that sets environment variables and runs artisan migrate. My hope is to do this via heroku config as opposed to make a curl request via the Platform API.



Any ideas?
