I'm assuming you mean best place to start reading DC, and that you mean the New 52. If you mean 52 the weekly series by Morrison, Waid, Johns and Rucka, then that's much better.

New 52 was supposed to be a fresh start, except because Batman and GL more or less continued the pre-Flashpoint stories, and because the other books kept referencing stuff that couldn't have happened the way they were originally told, it became kind of a mess in terms of continuity. In terms of quality, Morrison's Batman Inc., Multiversity and Action Comics, Snyder's Batman and Swamp Thing runs, Grayson, Omega Men, Orlando's Midnighter, Simone's Batgirl, and Johns' Aquaman were mostly considered stand-outs, and Azzarello's Wonder Woman, the Batgirl of Burnside era, and everything with Harley Quinn are more controversial.

Rebirth is probably even more of a mess in terms of continuity (just try to explain Superman or the Teen Titans), but it has plenty of good things. Priest's Deathstroke is a masterpiece, Seeley's Nightwing, Rucka's Wonder Woman, Abnett's Aquaman, Yang's New-Superman, Tomasi&Gleason's Superman (at least the first half of the run plus "Bizarroverse"), Tomasi's Supersons and Williamson's Flash are all nearly universally praised, and Tom King's Batman is extremely controversial (opinions vary from absolute crap to all-time classic).

Overall, probably Rebirth since it's more relevant. Both require prior knowledge to be fully enjoyed, but so does every long-runner in any media.

Rebirth, by far.

Other than inconsistent power-levels, the story telling has improved and it has a more polished feel.

Rebirth, by far.

Other than inconsistent power-levels, the story telling has improved and it has a more polished feel.

This.

Rebirth, by far.

Other than inconsistent power-levels, the story telling has improved and it has a more polished feel.
