Depends on the versions. Strongest versions? Madara since he can't be killed. If not, Naruto IMO since Naruto and Sasuke is a debate in a half. Momo dies to any of them

Madara's immortality is a huge part of his power, Anyways if Madara goes Juubi mode/Perfect Susanoo at the start then he wins if not then Momoshiki wins.

@loveeveryone: To be fair I doubt Momoshiki will allow Naruto, or anyone for that matter, to use jutsu. And tbh I think that's why he'll die first. The other 3 contestants wouldn't like that they're being restricted by him so he's likely to get overwhelmed and taken out of the picture first thing. But that's just me.
