How to set Pentaho User Console - Login

I want to set up my own Pentaho server on http://localhost:8080/pentaho/Login by tomcat server and with Java(TM) SE Runtime Environment (build 1.8.0.181-b13) on Windows 10. What I don't understand is after initialized server when I want to start up Pentaho user console, it just shows me a blank page. I read somewhere that I should check Live HTTP Header so I did, and it reported status 500? Setting up Pentaho community edition btw.
