Crossbones would be a real threat up close, with killer boxing to match his explosive strikes. I’m not sure if Batman could win that. His victory over Bane is impressive but even Captain America needed to disarm the gauntlets using grappling skills that Batman does not have. Rumlow is armored up so outstriking him is a very low possibility, even Cap seemed to recognize this. Maybe his gadgets can help? I say Batman figures out a way to put Rumlow away.

Crossbones. Ultimately Bales Batman went always hand-to-hand and with Crossbones suit that won't do much as seen when Widow attacked him and he even took alot of hits from Cap. And with his gauntlets even a single hit could win it for Rumlow.

Corssbones would obviously win in strict h2h, but Bruce is more than good enough to prevent that from happening with all his gear. That said, even with the explosives he won't one shot someone with this damage soak.

Crossbones stomps. Baleman doesn't have the damage output to put him down and isn't leagues above in skill either, Rumlow could land hits on Cap, so he should be able to land hits on Bruce, only this time Bruce will be down for good.

Drop to stealth and bomb him. Rumlow is durable enough to survive in the suit.
