Since they are in a bare concrete room without even improvisational weapons and purely H2H, I may give it to Stem. But literally only under these conditions. We saw how human innovation/creativity was something Stem could not compensate for and since Frank would clearly be a better tactician/strategist than Grey, he should take it most of the time. But per the situation outlined, there doesnt seem to be anything to innovate but simply a pure H2H fight as the only choice. And Stem does things that humans aren't really capable of sooo... he should take it. If he can turn off pain receptors and dodge almost everything and casually toss people with unnatural strength, i don't see how Frank could respond without weapons or literally anything else at his disposal but himself
