It's not like Hawkeye lacks skill, he did put Widow down in Civil War and even bested Black Panther until he cut his bow. He just doesn't really have good Striking feats apart from when he fought a Chitauri H2H, but he didn't beat it with pure striking power, he beat it by kicking it off of a building.

By Logic Hawkeye should win, he just doesn't have good striking feats on paper.
