Kale legendary form has the physical strength of SSG but her speed should not be greater than super Saiyan 1.5 (at least that what I think). Her transformation is just like Super Saiyan Third Grade. Down you can see what vegeta’s impressions were.

As for Caulifla, just how strong she is? In manga her SS was equal match for frieza’s final form or maybe she was even little stronger. So the real question arises, just how strong frieza’s final form is? In Resurrection of f, base goku basically dominated final from frieza. But then again in the movie goku base had god ki or he did not? I mean it was never officially stated that he actually had the god ki in his base form. But it does not matter either way because since then lot of things has changed, due to multiple showings now we know goku base is not really much stronger or weaker than z goku base. So conclusion goku base= or> frieza’s final form, so this should mean Caulifla should not be much stronger then super saiyan.

In my opinion after potara fusion Kefla should not have overall better stats then z vegito. Her physical strength should be little higher then vegito but her speed should be much lower.

Now for gohan, has he gotten any stronger or he is still on the z level? I don't know and we really can't say anything. But from what we know, he was training with piccolo for the tournament of power. So there is possibility that he is much stronger than before.

Everybody knew that there was going to be a double elimination. They don't put any effort on the scenario, anymore, whether it is the anime or the mangas. Everything in DBS is predictible.
