Connecting to a USB device from an app after reboot

I want my Android app (Lollipop+) to read information from an USB device (PL2303) using a serial port. The app works fine from the moment I connect the USB device until the device shutdown. The problem is that, after a reboot, the device is recognized but I cannot establish a connection with it until the device is unplugged and plugged again.



The Android device is going to be installed in a vehicle, and the USB device will always be connected, so I need my app to recognize and use it after every reboot.



The device is rooted, so any possible solution (like restarting the USB controller through commands... if it has any sense) is welcome. I have tried to send a "android.hardware.usb.action.USB_DEVICE_ATTACHED" broadcast manually, but nothing happens.
