Why my tensorflow FtrlOptimizer compute on CPU?

My deep learning algorithm is based on Wide & Deep model, and the wide part (totally embedding) is optimized by FtrlOptimizer and deep part is optimized by Adam. With timeline I found that the FtrlOpitmizer was worked on CPU totally. After reading the code I found the SparseApplyFtrl method only work on CPU. I wonder how tensorflow optimizer choose the sparse and dense part, why in my code it use SparseApplyFtrl and compute on CPU only.
