Viscount Krowler while using a fraction of Dormammu's power has overpowered Dr.Strange's mind, Dormammu mentally controls the race of the Mindless Ones and there's an entire pocket-universe filled with them, overpowered and controlled Magik and Scarlet Witch's mind, banned dreaming(A total cerebral lockdown) in all the subjects of Nightmare's influence and overpowered the same control over their minds(Nightmare being someone that not even Doom, Emma and Xavier could handle alone telepathically-wise, put the entire Earth and Eternity to sleep, mind-controlled all mystical practitioners on Earth and so on), has multi-dimensional telepathy range-wise, could put Dr.Strange into an illusion for an entire storyline and many other things. I'll see if I can post the scans.

@andromeda101: From the sounds of that: I'd say he'd stop at Starro, or clear.

@mrstranger: Also, canon-wise, Dormammu has all of Mordo and Umar's powers after DSSS#50. Mordo could stalemate Strange in a telepathic battle and Umar mind-controlled the Hulk.
