Maxima, while a top tier telepath/telekinetic in her own right, was knocked on her arse by Martian Manhunter telepathically. This isn't a bad feat for her and more of a good feat for J'onn, but given Despero is consistently portrayed as above J'onn in terms of telepathy, he should be capable of flooring Maxima just as easily.
Not sure how much Captain Comet can add here, though. I'd back Despero, overall.

It would be sad to assume Despero would even flinch against these two when he was tossing around the JLA and JSA like bean bags...
