Gray Fox with no trouble at all.

Greyfox was a beast before he was a cyborg as a regular ninja. He was the first to be called "the perfect soldier" until Big Boss of course wrecked him. When I say while human I mean no nanites no body enhancement drugs, no pis, just pure raw skills and speed. That was before Cyborg, young Solid Snake would wreck Vamps... seeing as his nephew already did.. 3 times. As a human and 2 times as a Cyborg... Vamps get wrecked by Greyfox he's more aggressive.

I'd give it to gray fox. Vamp relies on muscle reading which wont work if gray fox can turn invisible. That said I think Vamp would win without invisibility in play.

Fox still stomps. He is comparable in speed and skill to Vamp. However, Fox still holds a major strength advantage, has the particle canon, better weapon in the HF powered Fox Blade, and invisibility.

This is a good fight.

Fox stomps 40 years of Combat Experience +Superior Speed and Strength. Vamp isnt Frank's best friend so he isnt going to have any Issues with Putting his arm clean through Vamp's Chest or Blasting him with his Arm cannon.

Honestly id Bet Null or Gene Could give a decent fight to, if not Beat Vamp.
