So what's the story here? Did Godzilla become some sort of psychic god, or is he doing this with his atomic breath as propulsion?

I know is that is an illustrated story made from the script from a unmade Godzilla film. in this story All events from Showa Era are canon, Godzilla is female (her name is Rozan), she came from another planet called "Planet Godzilla", she is pretty powerfull as becomes something called as an "Elder" in Godzilla species.

In few words when Godzilla becomes and Elder adquires All these powers, also becomes wise and doesn't like fight any other monsters.

And finally No, this is not her Atomic Breath, she is able to reality warp, telephaty, fly (superman style), regen from a single cell, and the powers above and more.

Forgot the Psychic abilities too. Not able to attack with psy, but can mentally connect with Psychics minds, take over them, and connect to minds millions of light years away lol.

And the super Regen. Regens half her body, missing arm, and eyes in the time span of a few warp jumps.

Best part is this is Showa Godzilla too. Meant for the final Showa film before Toho said just publish it as a short story. The story directly references some Showa films, inlcuding directly Godzilla vs King Kong. Its kinda Canon to the Showa films lol.

So basically they just gave him a bunch of BS powers? God... Godzilla is starting to seem like Pre-Crisis Superman with all these made up powers.

The last warp was an incredibly beautiful one. Time became like icicles, and formed a honeycomb shape. Rozan was mixed in with it; the brilliant glow of the icicles murmured, and the colors blurred. This was a sound stoling from a mother. The dance of the sound and colors were high-spirited .... the tide... became a vortex.

In some way yes, she mixed with time.

But the impressive thing here is that she is able to still in movement even knowing Time is Solid now.
