Surfer in character could potentially lose to all of them apart from maybe Firestorm and Captain Marvel, and that's just because I don't know them as well as I would like to be. Bloodlusted would be a different story through.

In character, but serious then the list narrows quite a bit. We've actually only ever seen a bloodlusted Surfer once(AFAIK) and he didn't really do anything impressive except IMP and even then he wasn't completely bloodlusted.

Surfer in character does not fight that bad. A semi-serious Surfer was able to dispatch Beta Ray Bill quickly.

Tbh I don’t think MMH can give morals off/serious Surfer a good fight. Surfer has the necessary TP resist to deal with that(breaking free of Goddess’s control and tanking a mind blast from Mind Gem Moondragon). Once you get rid of TP MMH just doesn’t stack up

For a serious Surfer the close fights are Kyle, the flashes and maybe Orion. I’m not sure about Cap Atom/Firestorm

Surfer is in character and not bloodlusted? All of them save besides zatanna maybe.
