It looks like there are inconsistent cell types. Try to format all values as "percentage". Maybe some values are just formatted as string, then the comparisson fails, or the values are as normal floating point values. Please not e that "10%" is just a percentage representation of the fixed value 0.1

Might be brackets.. otherwise is your data. Double check that the values are not stored as text.
=IF(AND(D7<=D11,D7>=D10),C5,IF(D7<=D9,C4,IF(AND(D7<=D13,D7>=D12),C6,IF(AND(D7>=D14,D7<=D15),C7,IF(AND(D7>=D16,D7<=D17),C8,IF(AND(D7>=D18),C9))))))
