Second round, they know the basic of their opponent start at 300 foot, neji is standing in the geographic middle of konoha

Third round, they start at 10 feet apart, in the same arena where he fought naruto, h2h mainly... but yeah, they can still use their weapons

EoS versions in character, victory by any mean

Even his hax wont save him from Neji.

Uryu Lol

Uryu. Speed, strategy, Quincy tools (like Ginto that allows him to use Quincy spells), and 1200 arrows that could be fired in a single sitting (even more with Licht Regan). Not to mention Seele Schinder which is good for both CQC and long range fights.

Edit: Just remembered if Uryu does get hurt (not that I see how he would due to his speed advantage), his Antithesis schrift allows him to reverse whatever damage he does get, onto his target making Neji take all of the damage he dealt to Uryu while Uryu himself gets back to 100%.

Really doesn't look good for Neji.

Uryu should stomp via scaling. With actual feats it's closer but the anti thesis practically makes it impossible for neji to win unless he one shots Uryu.

uryu can shoot thousands of arrows a second. hundreds of thousands if I remember correctly. this is a mismatch

Uryu would disintegrate neji the very second too bad we didn't see his blut vene and vollstanding or something like reversing death with the anti thesis that would be beyond broken

I'm pretty sure he can reverse death but just not with himself. his power is to change the past between 2 targets so he should be able to switch the damage between 2 people even if one died. though I'm pretty sure he would have to be there when they die
