From what I can remember of Yusuke and Yomi, they should stop at 6 or 7.

Based off hype S-Class demons are supposedly country - continent level threats but I don't think the have the feats to support it.

The better feat that I remember is:

Toguro was Town level and Hiei kill 500 A-Classs at the same time. (Which are supposed to be more powerful than Toguro.)

Killing 500 Town level enemies, is probably equal to City or Mountain level.

Of course Yomi is much more powerful than Hiei, so I would say that he stopts and round 6.
