Calculate mean for each date using the 11 unique entries on/before that date

I want to calculate the mean for Approve and also (can be done separately) Disapprove for every given date using the newest 11 polls were the poll name is unique.



So when calculating the average for 2018-11-03 I would take the average of row numbers 6,7,8,9,10,11,12,15,etc down the column with no duplicates.
