Both are in character. 
Standard winning conditions.

1. So pre-ESB Luke? "Rebellion" includes the entire OT.

I'd tend to agree. Though when I think "Rebellion," I think of between ANH and ESB. Or, at the latest, I think of Shadows of the Empire Luke. For some reason, I just don't see RotJ as Rebellion Luke, even though he is.

ESB Luke still wins, ANH Luke loses (quite obviously).

Luke should win.

Ventress is a very skilled, aggressive, and swift duelist. RotJ Luke is strong, but Yoda never prepared him for someone like Ventress. While I think within the next 5 to 10 years Luke could have won, I am not sure if this is a clear victory for Luke at his height in the Rebellion era. Ventress has lots of speed and experience on her side.

Ventress has no speed feats that exceed Luke's. In fact, if anything, Luke's speed feats outstrip Ventress'. Luke has ran invisibly fast, deflected fire from a dozen shooters simultaneously, perceived ships flying at sublight speeds in slow motion, struck fast enough to produce afterimages of his blade, waved his lightsaber fast enough to form "tapestries" out of his blurring motions, timed his blows to within the span of a thought, viewed superhumanly fast characters in slow motion, etc. Ventress is only equal to him in speed at best. None of her speed showings outweigh his at all. 
 
For physical strength? Luke has performed hand stands on one thumb and carried Vader on his back while injured from the Emperor's Lightning. Ventress has never replicated those. 
 
Skill? Ventress has stalemated Obi-Wan and beaten Jeisel and K'Kruhk. Luke has beaten Lumiya, fought as an equal with Flint without being interested in fighting him, and fought as a perfect equal with Vader. Contrarily, Ventress usually loses to Anakin, who at his best was only a rival of RotJ Vader. Luke supersedes Asajj in skill. 
 
Power? Ventress might have evinced more raw telekinetic strength than Luke has (however, if I really wanted to, I could probably make the case that Luke's TK feats are tantamount to Ventress') but has not duplicated Luke's telekinetic range or precision. More than that, Luke knows a number of other powers Ventress has never demonstrated, some of which could be beneficial to him here, such as Dun Moch or his telepathic abilities (Ventress was once incapacitated telepathically by Fay). 
 
Luke would win a majority, though not easily. It should be a solid majority though, around 8/10.

I personally feel ROTJ era Luke still loses in a ok fight. Anything post that I cannot comment.

Well assuming this is Luke as of ROTJ, at the end of the rebellion Era...

Luke wins for a majority.

Though as always Ventress puts up a good fight/puts on a really good show before being sundered.

Luke, every time, decent fight.

Luke more times than not

If RoTJ Luke counts as rebellion Luke than he should win, considering he had beat darth vader (yes he didi use the dark side to but still, beat datrth vader.)

TESB Luke gets stomped. ROTJ Luke wins solidly, although he lacks any real experience so she'll give him difficulty.
