Here is my tier list, and where I think everyone should be in relation to one another in the Marvel and DC omniverses. Let me know what you guys think, or if I am missing anyone. Thanks! Please be nice as I really tried my best not to lowball or highball anyone.

P.S - If they are a Vertigo comics character(part of DC), they will have a /Vertigo beside them. Otherwise I will just state them as DC

P.P.S - I didn't include Image comics because I'm only familiar enough with Spawn. I really should read more though... There's just too many comics to read :)

Tier 1 - Omnipotent (characters that are omnipotent, omnipresent, and omniscient in their respectable omniverses.)

The Presence (the Great Evil Beast) - DC/Vertigo

Elaine Belloc (became the Presence at the end of Lucifer) - DC/Vertigo

Tier 2 - Nigh-omnipotent + (Characters that have demonstrated an almost infinite amount of power and have enough power to annihilate anything, including the omniverse. Despite the power of these characters, they are still not completely omnipotent and will lose to an omnipotent character.)

@jgehrand9: I think I understand what you are asking and the answer is no. For example, just because Living Tribunal is first in the "nigh-omnipotent" tier does not mean that he is the strongest in said tier.
