As I have said before Silver Surfer could snag 4 out of 10, against John I don't think he would win any if he did it would be no more than 2. The reasons are. While both guys are versatile The Green lanterns are selected based on their will power, which is an intangible that you can't measure. All the power Surfer has John Stewart has, so in a battle that is this close it would come down to intangibles, and willpower to fight on is going to make John Stewart the victor.

Point two; all the powers each guy has each guy can counter, except John Stewart he can bring to the fight any object he can imagine in the entire UNIVERSE, and Surfer would not be able to bring in anything to counter that object(s). In theory John Stewart based on his willpower being greater than the ring could bring 50 rail guns into existence and fire them all repeatedly at Surfer and even fire his own energy blast from his ring. Silver Surfer not only is powerless to counter it, He can't bring that same amount of fire power to the fight...

So all things equal John Stewart wins and wins big, Plus as I have stated numerous times Silver Surfer is more of a peace keeper, and on-looker, basically he is here to keep Galactus in check. No doubt Surfer is among the most powerful beings in the universe, But the Green Lanterns are built to handle any threat anywhere in the universe AGAINST ALL ODDS...That is the rings purpose...

On topic. Silver Surfer wins without much trouble. The only way John might win is if the entire fate of Earth rested on his shoulders and even then he still shouldn't win a majority out of 10.
