Pirates obviously, sure the Government is corrupted too but when there are people like Doffy, Crocodile, Moria, Blackbeard, Kaido, Big Mom in the world, what can you do? Not to say all pirates are bad, straw hats for example.

Both the government and pirates are bad but from a general point of view it would be the pirates.

The real bad guys are the Celestial Dragons leading the World Government.

There's far too many variables to make a guess at this point. We don't know why the WG wants to suppress any knowledge of the One Piece or the Void Century, we don't know what exactly the Revolutionaries are after, we don't know what Blackbeard's end game is, and most importantly, we know crap about the nature of One Piece itself, and why its discovery would be such a earth shattering event.

Once we get the answers to the above questions, then only can we judge the WG's atrocities like the massacre of Oraha on a purely objective basis, and compare it to the Pirates.

Same goes for the Revolutionary army. We know absolutely squat about Dragon or what they really want at this point, except some vague goal of destabilizing the government, which seems kinda sinister on its own. The Revolutionaries are pretty much the White Walkers of One Piece, and will likely be revealed only near EoS. Until then, there's no reason to put them on a pedestal just because their head happens to be Luffy's dad.

@prezilla: his sin was to have ordered the bombing of a boat full of people from ohara. He's just one of WG dog. he and those scumbags were too scared of information leaks into the world. And also for killing Ace. Luffy will kick the shit out of him one day in his way of becoming The Pirate King.

I think... that Oda has been trying to say that deep down everyone is corrupted in some form or manner, that's why almost every group has evil people in it. Kinda feels that he is trying to convey that we are all flawed.

Pirates are scum. I hope the marines destroy them.
