Probably Bill, as the best feat i have seen for the Fallen one so far was him igniting and destroying a gas giant planet.

@brucerogers: Tyrant isn't actually technically a herald IIRC, but yeah he's way more powerful.

Tyrant wasn't actually ever a herald of Galactus, on the other hand Destroyer briefly was which would technically make him Galactus most powerful herald.
