Android Studio File not found execption

I am a novice in the Android Studio development and I am facing with a problem when a try to save a picture's path into the SQLite Database.
I get an error "java.io.FileNotFoundException" even though the path and the file are the same as in the phones' folder,
I do not understand why I am having this problem, can someone explain to me what am I missing?

SQLiteDatabase db = this.getWritableDatabase();

FileInputStream fs = new FileInputStream(x);
byte imgbyte = new byte[fs.available()];

contentValues.put("img",imgbyte);
db.insert(TABLE_NAME_USERS,"Avatar",contentValues);

uninstall and install the application or change the db version .because debugger compile or create your db only once or when db version has been changed.
so when you start to compile your program there isn't any change in your database for example new tables won't be added.
