What were Blanks prep feats, I think he got hinslef a fake police badge that's about it. I see no way for Blank to win this.

Obviously Mr Blank doesn't stand a chance against Steve in combat, but full knowledge and a week of prep are a massively dangerous combo. He could do something like assemble explosives and plant them wherever Cap is currently posted (which he'll know because of the knowledge).

Steve gets his casual, undisputable, legi- I'm not doing that.

Steve stomps, a whole team of highly trained strike agents with weapons specifically prepared to neutralise Steve, large numbers in an enclosed space, being backed by one of the most skilled hand to hand fighters in the MCU failed to achieve jack shit.

It would require stealth and/or resources. In direct combat, Mr. Blank would get destroyed; but, give him enough to work with and he can likely win.

Though, in all honesty, if memory serves, Mr. Blank is the sort of killer who likes to leave no questions. He'd probably poison him in his own house or eliminate him with a whiff of bad milk. Something subtle that he'd never see coming while his guard is completely down.
