Depends. I think if you are deflecting like 50 bullets or seeing the world frozen that can be applied to combat. But if your dodging or quickly catching like a single bullet or arrow I'm more hesitant. I usually consider that a knee jerk type reaction.

you can deflect or react to dodging a bullet/high speed object but it doesn't mean you can throw punches as fast as said high speed moving object.

you ever play sport? In Football (soccer), Baseball or Tennis the ball usually fly at more than 100 km/h and yet most player can react to it regularly but I doubt they can move/punch even half that fast

Spiderman is nearly untouchable due to his senses, yet he's slower than people like The flash or Quicksilver in a fight, who can throw 20 punches in his face for a second.

you can deflect or react to dodging a bullet/high speed object but it doesn't mean you can throw punches as fast as said high speed moving object.

you ever play sport? In Football (soccer), Baseball or Tennis the ball usually fly at more than 100 km/h and yet most player can react to it regularly but I doubt they can move/punch even half that fast
