keydown() with less than 15 characters not working correctly in Android WebView

I have tried to do character validation. It should not allow more than 15 characters, but this validation not working in an Andriod WebView. The keydown event is not working.
$('#custom_name').on('keydown', function (event)

Where are you checking the number of characters? Please define 'not working'? Does the event fire at all? Is it not allowing any values to be entered?
