Not one at all. Mxy's plans are not the best ones. He is pretty much a manchild. He travels to Earth simply to annoy Superman. And Superman fools him into saying his name backward again and again and again. I would say that Bill is far more intelligent than him.

Very close match is either highballing Bill Cipher or lowballing Mxy. And that would only be because of Dimensional tiering, but the dimensions in DC work differently from what in Gravity Falls, and Mxy has way more impressive feats, quantitively and qualitively.
