I think its heavily implied that Sasuke is stronger than Naruto at this point in the story. Round 3 could go either way though.

Neji is our best bet for scaling here in the manga he called Sasuke's chakra abnormal and asked himself if the Uchiha clan was that strong and said Sasuke seems to be a formidable enemy after he saw him destroy Zaku but he wasn't sweating or worried about it while Naruto in his weakest amp (no over exaggerated whiskers or red eyes) was giving Neji a good fight already proving to be a formidable opponent to Neji I'll give it to Kn0 Naruto who is way above that Naruto.

Unless Naruto does his 1k Kage Buunshin ( which I’ve argued is OoC for him multiple times) he looses Rounds 1& 2. R3 could go either way unless Naruto goes berserk like he did against Haku.
