The thing is, Joe defeating the Samuroids which handed Kid Flash his ass, had huge AOE shockwaves, decent skill, were durable enough to tank barrages of superspeed punches from Kid Flash with zero damage, were fast enough to block bullets and had superhuman strength with little to no injuries(IIRC) would put him at close to Cap level if not beyond, if the feat wasn't utter PIS.

the robot was damaged and devoe put him back together but yeah how long did it take the flash to beat the robot ? wally was jobbing really hard like he always does .. wally has never actually beat anyone anywayz .. besides other than that joe is more of a liabilty then he is a help

the samarai main two weapons are flight and tapping into the earth to cause a shock wave .. kind of hard to cause a shock wave when you are in a hallway ..
