Fenris. He's bullet proof to high caliber rounds, which is a huge hindrance to Rhodes and can take him down as soon as he grabs him

I don't know. Fenris was taking hits from Hulk but he hasn't shown explosion resistance. And War Machine seems to have a basically unlimited arsenal.

I'll probably lean towards Fenris but I think Rhodey would be some trouble.

Fenris, he is impervious to all of War Machine's weaponry. War Machine couldn't beat Hulk so he isn't beating Fenris. Fenris was destroying Hulk and only lost due to BFR

Fenris with little to no difficulty. He can take everything Rhodey can dish out and one much will kill War-Machine. All Rhodey has going for him here is mobility which is the only reason Fenris has any trouble.

Fenris can't touch Rhodey while the latter has unlimited ammunition and plenty of options, sonic attack, bombs, missiles. I'd argue his bullets are better than the scrap metal ones from Sakaar, they destroyed the drill machines in Wakanda

I wonder how his sonics would affect Fenris. None of his conventional weaponry would likely do more than mildly annoy the big pup. Then again, Rhodey can stay in the air well out of biting-range....
