ListView scrolling behaviour when talkback is turned on is not smooth

I have just joined the Android team at my work place, and I have been asked to work on accessibility of list views. If there are multiple rows in a list view such that users have to scroll, and if the focus is on the last row of the visible screen, then the next swipe causes the focussed row to jump to the top of the screen, instead of just sliding up like it does on iOS devices. I used the sample list view app as a proof of concept.
