I just had the thought, and the more I think about it the better of an idea it seems. I feel like Hannibal could be a really compelling villain for somebody like Batman. He can't match Bruce in a fight, but he'd be interesting in the same way characters like the Riddler are. He'd be a good mix of somebody like Edward and also Zsasz. He'd be among the smartest of Batman's Rogues Gallery but also more grounded and sadistic in motivation without having thugs on his payroll. Batman facing somebody better at psychology than himself would also be very interesting, as he wouldn't be able to properly figure Hannibal out and would be vulnerable to mind games.
Thoughts?

He might be interesting but there are already Scarecrow, Victor Zsasz, The Joker and Killer Croc. I don't see why Hannibal should be introduced.

With SotL or TV-Series Hannibal level of writing, he'd be the best villain Batman could have, by far.

No, he wouldn't. Because Hannibal works on a system, his victims are people who either annoy him culturally or socially. Batman has made a career of being able to see those systems two or three times faster than normal cops like Jim Gordon, whats needed to challenge Batman is stuff like the Joker and Riddler; chaos with single thread of logic within.
Not to mention... Batman already has Hugo Strange as a villain.
