I'm pretty sure Morgana is way out of her league .... Wonder Woman has beaten a prepless Circe consistently, whereas she's had more trouble with the Queen who's a flat out reality warper that soloed the JLA without prep, plus she can't be killed unless her existence is completely erased....I think the Queen of Fables wins.....

Have to ask if pre-New 52/Rebirth feats are allowed for the Queen and Circe considering both of them have only appeared for one story?

Probably Circe.

Circe > Queen of Fables.

Circe broke Olympian enchantments several times, including resisting WW's lasso. The same lasso which easily negated Queen's reality warping and beat her. Circe's loses to WW have context.

People need to understand reality warping is not the be all and end all. Just because you're a reality warper doesn't mean you're Franklin Richards. There are tiers among reality warpers as well.

Queen of Farbles... Circe would come as her closest rival. Morgaine isn't really doing much
