Come on now. Turner can arrow time from point blank with absolutely zero effort. He was pretty much blitzing Ollie. Took hits from pissed off Mirakuru Roy and didn't die and has claws that not only gives him reach advantage but also the ability to do exponentially more damage to Ward than the other way around.

He isn't losing on his worst day.

He kept up with Oliver on two occasions at least(that I can think of). The first one was an even fight until cops broke it up. The second one ended with Ben having Oliver dead to right and being saved by Dig. However, he did have China White's assist in that, however small that was.

For once, I would really love to see an argument here for Ward.

He's very aggressive, and probably too fast for Ward.

I would put him slightly above S2 Arrow.

He deflected arrows and split arrows at point blank range, as RBT said.

He has reach advantage, as RBT also said.

He took an arrow to the chest, and just ignored it like it was nothing.

He took a hit from Mirakuru Roy, and Roy could punch through an armored container that could withstand explosions.

Not everyone who gives Ollie a good fight is suddenly a master martial artist. Plenty of untrained people have given Oliver trouble.

He also fought with Ollie who scales to prometheus, the same prometheus who OHKO the nuke proof ragman.

Probably a low showing. Oliver is obviously not infallible, but his better feats far outweigh his low showings. Everyone has those. Including Ward. I don't know why everyone always focuses on low showings of Arrow characters when debating with AoS characters. Even though low showings are far scarce than their usual showings.

Yes, because they are likely his physically superior like Church was. But when you are parrying and dodging pretty much everything Oliver throws at you, you are on his level.
