Jython adding vertical and horizontal lines of increasing spaces between them to a picture

The purpose: Write a function that draws horizontal and vertical lines over a picture.
The spacing between two lines should increase by 3 pixels each time.
For example, if the spacing starts at 5, the pattern of increasing spacing will be 5, 8, 11, 14,...
Notice that # is used to comment out code. I've commented out two lines in my code (the same line, a counter) that I thought I needed to have to get my desired result but they're not working as I intended.
Also, note that I'm supposed to use addLine() to add lines.
So without the two lines "spacing=spacing+3" my program gives me a result of a picture with horizontal and vertical lines on top of the picture with a constant spacing of 5 pixels between them.
Here is a picture of how the desired picture will look like if you use a blank white picture as your picture parameter.

Any help in figuring out a way to increment the spacing between two lines vertically and horizontally by 3 pixels would be greatly appreciated.
My code:
def drawLines(picture):
W = getWidth(picture)
H = getHeight(picture)
spacing=5
for y in range(0, H) :
for x in range(0, W, spacing) :
addLine(picture, x, y, x, y)
#spacing=spacing+3
for y in range(0, H, spacing) :
for x in range(0, W) :
addLine(picture, x, y, x, y)
#spacing=spacing+3
