Where is my Add User button in Azure Dev Ops?

We were on VSTS, and I had set myself up to the point where I was able to add a user. I had given my self the correct permissions and we had set up a billing account correctly to do this. And I was successful in adding a user.
This was a while back.
Now the interface has changed to Azure Dev Ops.
And we need to add another user.
When I try to follow this article:
https://docs.microsoft.com/en-us/azure/devops/organizations/accounts/add-organization-users?view=vsts&tabs=new-nav
and I get to the Mange Users screen, There is no Add User button. Can I do this with the Basic Access Level? I am a project admin and I have added a user before when we were on VSTS. What could have changed or what could have not got moved over when Microsoft migrated this?

Once my co-worker added me into the "Project Collections" group the "Add User" button shows up for me on the "Manage Users" screen. I don't know why it didn't migrate me over to that.
