I'm not completely aware of what version of Barry your'e reffering to here, but doesn't the prompt answer itself? Monarch,if you mean Nathanial Adam from Countdown got hurt by an Guardian-amped Superboy Prime, and Chris Kent. Spectre in most iterations and appearances is pretty far above this level, such as when he fought the GEB. With this,I'll say Spectre stomps.

@b3rnkastel: Monarch never got hurt by Superman Prime or anybody else, he was taunting him and laughing at him the whole time until Prime pulled the chestpiece off of his suit. That’s a piece of armor, not Monarch’s body. It didn’t cause him any pain and all the explosion did to him was turn him back into Captain Atom. Meanwhile the entire universe around him was G O N E.

@cromulor: He was injured because Superman Prime ripped off the chestpiece. Monarch also reacts in pain to a blast from Superman Prime: https://readcomics.io/images/manga/countdown-to-final-crisis/39/4.jpg That's from issue 39.

@eobard21: Oh that era lmao. Spectre was jobbing hard as all hell then,he realistically should have erased Barry right out,but he was still new to the whole 'Spectre" thing iirc. Funnily enough he also did this: http://i.imgur.com/4ibHZVq.jpg
He didn't even beat Spectre then,so this thread is just Pre-Flashpoint Barry vs Monarch. Monarch has better feats than Barry did at that time,so Monarch wins this actually.

@b3rnkastel: That chestpiece isn’t apart of his body. Batman can probably cut Superman’s outfit but that wouldn’t hurt Superman. The only thing removing that chestpiece did is it unleashed the explosion Monarch had been hiding inside the entire time. Superman Prime didn’t do anything to put him in that state, he’d been like that since Bludhaven before he was anywhere near as powerful as he was against Prime but the damage to his dilusteel stuck hence why he had to wear the armor.
As for your other point. How is that a reaction of pain? He just looks frustrated. He’s blocking that without any trouble, and again it’s hitting his armor not him.

It's a reaction of pain because he literally reacts in pain. He doesn't "look" anything, much less frustrated as Monarch wears a mask,so I'm not sure how you arrived at that conclusion. It hitting his armor and not him doesn't help anything, unless you mean to suggest that you can't get hurt while wearing protection or armor of anykind. Yes,he's blocking that without any trouble as we can both see,but that doesn't mean it didn't at least affect him.

@b3rnkastel: Monarch never got hurt by Superman Prime or anybody else, he was taunting him and laughing at him the whole time until Prime pulled the chestpiece off of his suit.

Monarch wins. It's not close either, he's reacted to FTL beings before and one shot them.
