Google Calendar automation - geographic time

Please forgive the naive question. Can somebody help me write a script which will automatically duplicate every new event added to Google calendar1 into Google calendar2, while shifting the start time to 8 hours earlier in Google calendar2 ?

p.s. This hack is intended to resolve an integration challenge with Calendly in multiple time zones.
