This has been done before. Neji won barely but only because the op made it to where chi=chakra but since this one isn't then it's a win for Danny because he is more powerful than neji while equally fast. And neji's most powerful ability is useless because he can't block chi only chakra and contrary to popular belief chi isn't the same as chakra. In the naruto universe chakra flows through points kinda like blood and they come from "chakra organs" while chi is more of an essence rather than a network

Interesting fight, I don't know the winner.
