It could go either way. WW can form a tornado inside of Havok's stomach, thus instant kill. Havok can possibly one-shot WW via cosmic energy.

Once from what I have seen.

Havok.

Weather Wizard, he’s too nimble, has a much wider range of abilities (lightning, ice, wind) and can do the internal tornado attack.

This, although the latter outcome is the likelier one.

Probably Havok, although Weather Wizard can easily win.
