I was actually considering making this before the new seasons of both shows.

Round 1: Joe seems to of actually fought something head on, plus it was a robot which tagged a speedster, so Joe>Speedster, so Joe slaps Quentin so hard even Laurel feels it.

Round 2: Off the top of my head I cannot remember gun feats honestly, and from a quick search I couldn't find any feats. If anyone has any I may be better fitted to answer.

Joe, considering how insane his PIS is. Logically, it should be Quentin Lance.

I'm conflicted because Quienten > Oliver + Sara and we know that Oliver alone > a bloodlusted S1 Flash, adding Sara his equal would be dangerous and Quienten fodderized the people who beat them. But, Joe fodderized someone who beat Wally, who is on his second season(I think) and was stated to be ahead of Barry. This makes it much closer. However, I think I might give it to Quienten because IIRC, he took a blast from Black Siren, which could do this

So Quinten on top of his massive skill, speed, and striking, also has building lvl durability, which I don't think Joe has.

Also in universe Quinten is ahead because Captain > Detective
