Setup:

The Criminals move to New York and decide to take out Adrian Veidt. They have the knowledge on him the public would. Adrian is informed of this and is able to look them all up on databases for information and decides to take them out first. The Criminals win by taking out Ozymandias and Ozymandias wins through either taking out or dismantling The Criminals. Live-action versions.

I'm going to say Adrian, H2H he would beat them all. Ozy is insanely intelligent and could win through many different means.

Adrian managed to outsmart a god-like being and trick the entre world into peace, as well as catching a bullet without super speed.

Oh, and he toyed with and beat the ass out of some of the best H2H fighters in the world.

These dudes don't stand much of a chance against him.

Ozymandias will outsmart them and pick them off one by one.

Siding with the team. As long as they don't try hand to hand they can't lose. Even then I'm not sure how they'd know about Lance's scream. Vigilante probably guns him down.

The Criminals may have more raw manpower between the organizations of Cayden James, Ricardo Diaz, and Anatoly, but Adrian has greater recources through Veidt International. Cayden can do a lot of damage with hacking and computer warfare, but Adrian can be much more deadly with his technological recources (his army of scientists plus his own mind). Black Siren and Vigilante are deadly mucle, but Adrian is going to make sure he never ends up in the same room as them. Ultimately, his prep feats are just much better. The Criminals got played by Ricardo Diaz and dismantled by Team Arrow, and as skilled as Team Arrow is, they don't hold a candle to who Adrian was up against. Adrian not only plotted to outsmart a godlike being in Manhatten along with the entire world, he turned the world's superheroes to his side, then was completely successful with that plan.

Adrian wins.
