I'll say Midnighter for now, I don't much about Hood through, so I'm open to any opposing views.

The Hood is actually a low-mid tier for the most part, but gets quite a power-up when using his demon forms. He did defeat a Non-SS Doctor Strange and Iron(Doctor) Doom while in those.

Quite frankly, his power-levels depends a lot if is Bendis writing him or not.

@andromeda101: That's pretty good, actually. Through I'm not sure how he counters the Battle Computer through.
