Method header for a user defined array in java

I'm trying to create a method which asks the user for the size they wish the array to be and then creates an
array of type Student of the specified size with the following header:

public static Student create()

I'm able to write the code that does it :

 Scanner scan = new Scanner(System.in);

System.out.print("How many students are there?: ");
int numberOfstuds = scan.nextInt();

int nOEarray = new int[numberOfstuds]

But I don't know how to write the header , if I surround that particular code wiht curly brackets these error messages appear:

Multiple markers at this line
- Syntax error on token "create", AnnotationName expected after
this token
- Syntax error, insert "[ ]" to complete Dimension
- Illegal modifier for parameter create; only final is permitted
- Syntax error, insert ";" to complete
LocalVariableDeclarationStatement

Or , when I follow the header with a semi colon these errors appear:

Multiple markers at this line
- Syntax error, insert ";" to complete LocalVariableDeclarationStatement
- The method create() is undefined for the type studentDriver
- Syntax error, insert "VariableDeclarators" to complete
LocalVariableDeclaration

My code includes a student class with two private data members and getters and setters and a constructor if that helps
