City. It'd be unfair to compare the two games that much at the moment, the Arkham games had a chance to get stuff sorted out (as much as I love Asylum, it had some pretty major problems and was kinda clunky)
I would maybe wait until the Spiderman sequel to make any real judgements about which game is better.

I give city points for atmosphere of a dark and gritty world, but there’s problems I’ve had with it from the first time in particular (especially in regards to narrative)
